No. There should always be at least one square between one king and the other king. Otherwise the person the first moves his king on a square next to the other king would be putting his king on check, and one can not ever put his own king on check, at least not knowingly. It would be an illegal move to put your own king on check.

No. A king attacks every square around it. A kling is not allowed to move onto a square where it would be immeidately taken. So for two kibngs to be next ot each other - one of them would have had to move into the square being attacked by the others king. THat would be illegal and therefore could never happen.
