Yes, you can ask the staff. If you have a really open-and-shut case, the fast way to get this done is to convince one of the CL's to do it (Carmella, LynfromNM, Tani, Eli Lies).

The moderators can't PB people on AB, but Community Leaders (CL) can. "Moderators", in AB terms, are those who review flagged material--a little different than what most people are used to seeing a moderator do, no? How it works is that any ABer can contact a CL if they are subject to/observe abusive behavior. The CL then looks into the matter and will act accordingly. If we decide to Penalty Box (PB) somebody, it is not a "done deal", the AB-Staff have to approve the recommendation to PB AND they require evidence from CLs to back up our recommendation. Sometimes they agree and sometimes they don't. The exchange between CLs and Staff is not made public. Nor is it announced that a specific user has been PB'ed. Some users get on the AB rooftop and scream to the high heavens about their stay in the PB once they're out. For some reason people have a hard time accepting that their own poor behavior got them sent there and they wish to shout about it. Go figure :)

A request can be made to the Staff itself or more useful is to ask a Community Leader to look into a situation and see if it's worthy of their bringing it to the staff's attention for them. If there is evidence of offensive and/or abusive behavior then the Staff may place them in the Penalty Box. If it's really bad and needs to be stopped right away, the CL can penalty box someone just to get them to cool down and the Staff will decide for how long afterwards.
