I believe the flaps and slats should already be extended to apply the "air" brakes prior to release of the landing gears...

The setting of flaps, slats, spoilers begins long before the airport is in sight. Pilots begin slowing the plane down before crossing under the 10,000 ft mark. The time when the landing gear is actually put down varies by aircraft. The gear is only rated to a certain airspeed, mostly between 200-290 knots. In order to slow the plane to this speed, flaps and spoilers will have already been in the process of being set. Note, if you were setting 25 degree flaps, you would not suddenly turn them from 0 to 25, you would begin at 5, then 10, etc. Sometime during this time you will reach your gear down speed, altitude, and distance.
