In truth i do not know, but i would guess it is based upon:

    - our experiences
    - what we have been taught
    - what we believe

    All sorts of places.

As a species/society (as I believe the two are largely inseparable with humans), moral philosophy, an evolutionary imperative, societal pressures, general and individual biological make-up, religion (although I would personally contest that one lol!) amongst others I would guess.

On a personal level it depends on the person. You probably get alot from your parents and what they choose to expose you to as a child. But there is more to it than that, or else we would end up moral carbon copies of our parents. Obviously we are biologically all different, a psychopath has a different neurological make up and as such a different moral basis. We deduce a great deal ourselves, much drawn from experience and pondering these experiences.

No easy answer to a very good and difficult question!

Mine comes from trying not to do things that cause others pain - physical or emotional. I guess that comes from my parents "Do as you would be done by" philosophy.
I think most people (unless they're psycopaths or have other pschological problems) tend to operate on some kind of not doing to others what they wouldn't want others to do to them principle (although we often add the proviso that people who break this rule should be exempt from it's benefits)
If you look at the majority of moral codes, whatever part of the world or religious background they comes from, they seem to be based to some extent around this idea of not harming others. I suspect technically speaking this is probably based on a self-preservation instinct - it helps humans to survive long term, and to live in a socially workable society where they can reproduce in safety and reasonable confidence that they won't be attacked - allowing us to use the freed up brain space for learning other tasks and becoming the dominant species on the planet (as you can tell, I'm no scientist, but that makes sense to me.)

This is a very good question. However, there is no one answer to it. The answers that you get to this question will be as varied as the people and societies from which they hale. In my case, my sense of morality is based upon the values that I was taught by my parents, in church, and as a Boy Scout.
