That depends upon the rules of the league sanctioning body. In the NBA, each team is allowed up to 15 players, but only 12 can be active for any given game. If a team is beset by many injuries, the NBA will sometimes temporarily allow a team to add one or two additional players so that they can continue to play (the league also mandates that a team have at least 8 available players at the start of a game). College, high school and amateur leagues have similar limits on the number of players on a team.
