The theory that mankind does not evolve, but rather devolve, has been formulated by quite a number of people. I do not know whom you are referring to. This theory is considered non scientific by mainstream science. Here some views about it: 1) "In common parlance, "devolution" is the notion a species may evolve into more "primitive" forms.
