Yes they have a foot and leg similar to ours with phalanges for toes and a metatarsus and tibia. You don't normally splint a toe, like we don't really do for our toes, either. Maybe the leg, if it was hurt. But toes just need careful watching and they seem to heal by themselves. I think other than some kind of tape, that a splint on his toes would only make him pick at it more. How did he get hurt? It just sounds to me like his toenail came off. I can't imagine why a vet wouldn't know how to take care of a simple toe. Budgies can even get along without a toe or two though it is better if the have them for climbing. Keep it clean, keep it dry, keep him quiet and on simple surfaces. Don't let him out of his cage. Try putting on some New Skin. You can paint that on and it will seal whatever is open from things getting in it.

I have a budgie who when he was just learning to fly i.e., about 7 or 8 wks old, landed on top of another cage and the bird in that cage grabbed hold of his toe and bit it off.... almost. It hung for a few hours, I cleaned it with hydrogen peroxide and it eventually fell off. The budgie (name is Raffa) is just fine. He lost the claw - the very tip and there is a little nub there where it was but he doesn't seem to miss it at all. You did the right thing. Keep it clean and just leave it alone. Be sure to check where your budgie perches for blood marks. You must keep an eye on it that it doesn't start bleeding. If you see patches of blood, check him closely, use flour or styptic birdy stop-bleeding-stuff. He should be fine though.
