  • Im not sure on the proper etiquette of some cultures, but as far as I know, yes. This is due to the fact that people dip it or douse it with some concoction of artery clogging substances. I have always eaten it with my hands. Unless it is for a formal occasion, politely ask the person next to you(hopefully someone you know) if you can use your hands... Most people dont have the patience to melt butter and put it in a ramekin at each seat. They would rather just say, "pass that butter over here". Then they dip, and digest. What an odd question, did this happen to you? Were you frowned upon for this?
  • If it is served chilled with something for dipping (as in crudites), then it is fine to eat with one's fingers. If it is served warm, then (in my experience) it usually has oils, spices, or sauces on it and should be eaten with a knife and fork. Much like broccoli which, depending on how it is served, can be either a finger- or knife-and-fork-food.
