Experience requires ability and proficiency gained by an application of knowledge for production. Ability could mean a capability to learn, or, have been taught. It does not reqire any application of knowledge or ability.

I graduated college with people who got 'A's' only because they were able to plagiarise, kiss the Professors rear ends or beat 'the system' in some other way - or the Profs really didn't give a crap in some cases about arguing with students who demanded perfect grades as a god given right... Believe me - the only thing that proves ability is past experience at actually doing the skill in an able fashion....
