I would say "NO" on all counts! If there are four people throwing a party - all four should be on the invitation, with one person selected as the RSVP person. The RSVP date is there for a reason, so that people know that they have until that date to respond. Calling people befotre that date is harassment and very rude. After the date you can call and say "haven't heard from you, just wanted to check and make sure you got the invite and see if you will be able to make it." With regards inviting the people who are paying - I guess, although it seems weird, it's no harm no foul. Perhaps te person just wanted to make sure that you had a copy of the invitation.

No - you know about the party and hosts do not receive invitations to their own party No - more than one person is throwing the party and all should have been listed on the invitations No - RSVP is just that, a request for people to respond by a given date. To call prior to the deadline is just tacky.
