Until there is a need for the 747 to be armed, and engage in tactical combat maneuvering, I'd say never. Now as far as advancements in technology go, the general path that most companies follow is to leave their existing products alone and make improvements to the newer ones. If a similar system should make it into commercial aircraft, I don't see it being available as a retrofit. Even if it were, I doubt any airlines would pay for the upgrade.

When will it have the heads up display? I do not know if boeing is planning on adding this to the 747-800 model. It would certainly be an interesting addition to the aircraft. Note that HUDs (heads up display) is not unique to fighter jets only. Its not just used for acquisition of targets and launching of weapons. It can be used for ILS approaches, poor weather conditions, and other situations that warrant it. Embraer currently outfits the ERJ's with a HUD that is used mostly during approach and landing, but can also serve a variety of functions during flight.

I don't know beans about 747's, but I doubt that there would be a very good cost/benefit ratio to retrofitting all the existing 747's with a HUD. Then again, I didn't sleep in a holidy inn express last night so what do I know?
