Your typo is fine; I knew what you meant. The answer is that it's a matter of genetics and hair health. Black people's hair is, as a rule, much coarser and drier than that of other races. This means that it's harder to grow out, but not impossible. Some people are able to keep their hair moisturized enough to let it grow (usually people who don't relax it, since that process is extremely damaging). Other possibilities are mixed heritage (which can yield very interesting hair textures) and the fact that some people you see DO have extensions -- they're just done well enough that you can't tell. However, that's certainly not everybody. Some people are just more willing to take the time and energy to research the best way to care for their hair and then follow those steps. It just depends on what's important to the individual.
