Interviewer has a nose that might run occasionally too.
Excuse myself for a moment then when resuming, appologize and briefly expalin.
Apologize and excuse yourself for a mintue.

This actually happened to me, but slightly worse. I actually got a blood nose during a job interview. I had to excuse myself and go clean it up... Aside from the blood spots on my white top... Needless to say, i was overlooked for the position :(
Just say, "excuse me I need a tissue" and either excuse yourself or perhaps you will have one. How you deal with it is much more important than the runny nose itself. Now, if it's blood, you are going to need a story like you hit your nose recently or something. Yeah, a nosebleed at an interview would be a tricky situation but if you handle a runny nose by just being calm and getting a tissue, you are fine.
some say that blowing your nose will fix it but if you can't do that just sniff a marker, the fumes will supress the nasal glands from producing mucous..though the buzz might make you a little giddy for an interview
Be honest and talk to the interviewer possibly even asking to go to the toilet to blow it. Afterall, the interview is, normally, human too.
