State that you will beat them all if the wrongdoer will not step forward. When the one child admits what they did wrong, excuse them and beat the tar out of the other one because they most likely are the guilty one.

Apply the punishment to all. Nothing like a little peer pressure to get the culprit to own up to any misdeeds.

You give the both the same treatment. For instance if it is something spilled, you can have both share the cleaning. The guilty one gets punished twice. Once by having to clean up and the second time by their own guilt .

Depedns how old they are and if you can make them feel guilty for what they did and just keep putting guilt on them till they crack and tell the truth, or reverse phycology.

I think I would tell them I wanted the guilty one to admit it. No tattle tails! Meantime they all get punished.

My Mom used to punish all four of us, if no one would admit to the crime. That only happened a couple times though, because the three innocent kids would usually beat the crap out of the kid who was guilty!

Perhaps you should warn them that confessing now will save them from greater punishment later, after you find out the truth.
