I know that in the networking field you have to be certified to get a networking job, but do the employers look down to people who got their 1 year certificate compared to a 2 full year degree?

It depends on what they value most. Many employers value certification that has little actual value because that's the only way they know to quantify applicants' value. Better employers are as much interested in experience (or perhaps more). Best practise doesn't pay much attention to certification and instead gets the department manager to test the applicant with real situational questions.
