    unfortunately it is not the library of congress it is the British Libary that holds the largest collection but the library of congress hold longest by shelf space which doesn't mean its collection is largest but rather biggest. many websites mention this. also the British Library has the rarest which spans almost 3000 years. British Library holds over 150 million seperate items, which expands every day.
