Because parrots aren't using vocal chords to make sounds. They are just imitating sounds to communicate with each other. What they do is control the movement of the muscles in their throat to direct the airflow in such a way as to reproduce certain tones and sounds—sometimes even human sounds but often like machines or doorbells. Parrots are social birds and need to 'speak' with others in their family. When there aren't other birds they talk your language or the sounds they hear around them. We knew one African grey that sounded just like a dishwasher and he made a fine toaster pop-up sound too lol!!!
