Yes, it is a very sensitive area and they react to a pull here and a pull there but often it takes two people leading them, one from each side, for 'frisky' bulls.

We ringed our bull and swung 4' of chain from it. He was bad to jump the fence and visit the neighbor's cows. The 4' hanging did not interfere with his normal day to day walking, but if he started to run, his head would lower and he would step on the chain, thus, slowing him down. Of course, Mother nature was not to be done. Ol' Oscar (the bull) wanted to meet with his girlfriends across the way pretty badly. He learned to toss his head in a circular fashion, throwing the chain so that it draped over his neck and shoulders. Over the fence he went, with white daisies and smelling of Old Spice.
