Police pursuits. necessary or not? where should the line be drawn as to continue or terminate a police pursuit?

I may be in the minority here, but think they should always get anyone running from them, once it gets out that they have a guideline for calling off pursuits at a certain time, etc., everyone will start running from police. The concept will create more issues. The real answer to me is to make the penalty incredibly severe for fleeing from police, then everyone who is running for unpaid parking tickets will stop doing it. If it is a mandatory 5 years in prison for running from police, would you run over a parking ticket?

Police should terminate a pursuit after 15 minutes. At that time, the rocket with heat seeking sensor and license plate recognition (think military drone) will disable the vehicle being chased. If the driver or anyone in the vehicle is hurt or killed during the disabling process, oh well....
