Look at the merchandise. You can use your peripheral vision to look at people without them realizing you are looking at them.

It sounds like it could be social anxiety disorder. I have that & it really sux. The only thing that's helped for me is anti-depressants.

Look at the alley where your you can find things that you want to buy. The store is not a place to stare at people.

Look confidentally at the person for a short stint and if you feel like it, nod or say hi and move on.

I used to have the same experience, but i decided that i wanted to look, and HAVE confident in myself. So i've decided, whenever i come into the presence of strangers, i will cast my eyes over the crowd; not necesarily making eye contact, but showing that i'm not trying to hide my image.

I use to be like that when younger but then I realized that looking with down cast eyes gave some people the impression that I was a push over or I was trying to steal something. So I figured, I rather have them think I'm staring or giving dirty looks than to be thought a thief or a sucker. I hope this works.
