It should be for any question that does not fit anywhere else. This category can contain questions about odd subjects or questions that allow users to use their creativity. Questions in this category should be considered humorous and should NOT be flagged as "nonsense" unless they are not in the form of a question!

Well since you asked. I would say its for questions that don't clearly have a suitable category for it to be placed in. For instance if I were to ask: How do you shrink a human head? That could go under hobbies, science, arts, maybe home & garden. But personally I wouldn't choose any of these. I would instinctively choose Crazy Thoughts, only because it's not really a mainstream question. Maybe it's just me.
