It can. I live in Australia and brought a new mobile phone about six months ago. "Three" had a range of phones I could choose from, and I choice an LG's http://www.three.com.au/index.cfm?pid=2204&pageid=2204 Companies like three do deals with mobile phone companies to sell their products so if you want a particular phone. However if you already have a mobile, you can change companies and they will provide you with a new sim card. The only issue that may be a problem is if the phone is too old and the sim card won't go into your phone.

It may be true that a mobile phone is tied to a specific network like 3 when you buy the phone. But it could be unlocked, which would enable you to insert any sim card in to the phone. I have a Nec mobile phone that was tied to 3 when i brought it and because i thought 3's tariff was a little to harsh, saying the limit on top ups was £15.00 and if you don't use the credit within 30 days you lose it. Just look how many search results for mobile phone unlocking come up on google!: http://www.google.co.uk/search?hl=en&q=mobile+phone+unlocking&meta=
