I wouldn't. For sandals the hose must be very sheer and invisble against the leg. If you see a hint of color, they are too dark. If you are wearing sandals, make sure your hose have a sandal toe. Sandals are even better without hose, if the weather allows.

You could do, provided the stockings are a fairly fine mesh- otherwise toes poking out from the holes look a bit odd. Paint your toe nails if you're going to do this in order to make the look more finished and intentional looking (as opposed to "I ran out of other hosiery to wear"). You should also make the sandles the same or similar colour to your stockings. Personally I think it's preferable to wear a closed-toe shoe with fishnets- something with a shaped heel and an ankle strap looks sexy but classy. If you got chunky legs, stick to plain knee high boots though- you can't go wrong.

No sandals with colored or textured stockings. If you wear sandals, be pedicure perfect and forget the stockings, if possible. If you MUST wear stockings only wear nude/suntan with sheer toes. Open-toed shoes should show off your toes! :D

One should not wear black fishnet stockings period, unless one is looking for paying customers on a street corner somewhere. Otherwise, I agree with VS Angel and Alatea that you also shouldn't be wearing black stockings or pantyhose with strappy sandals. As I always wear pantyhose, I stick to skin tones with strappy sandals myself. Make sure your toes are properly pedicured, too!

You could, but pumps are more suited to fishnet.
