I can't vouch for this but at http://www.csupomona.edu/~tassi/gestures.htm, it says NODDING AND SHAKING HEAD--Opposite meaning in Bulgaria, parts of Greece, Yugoslavia, Turkey, Iran, and Bengal.

In Bulgaria you'll find that people shake their heads to say yes and nod their heads to say no, although when they nod it's usually a simple, one-time up and down movement as opposed to the up-down, up-down nodding in the affirmative common in North America and Europe.
