Besides police cars, fire trucks and ambulances, why are cars built to go to unsafe speeds, when the law doesn't allow it?

Because Some people don't follow the law, and the car industry isn't going to refuse to provide a product for which there is demand. Some people just want bragging rights. Some drag strips let civilians to race. There are track days and Car control clinics that are held on private property. Also, take into consideration that some of these cars are built with upgraded brakes and they will out handle most cars, so they can travel safely at slightly higher speeds than most.

my car can go 160 and stop on a dime but i dont do it. it doesnt matter has fast you can go it matters how safe you drive

The car industry is a world market these days, and speed limits vary from country to country. However most countries do have spped limits far lower that the capabilities of modern cars. Firstly, Speed sells. Also, the ability of an engine to reach the speed limit in a short time both helps with traffic flow, and sell cars!
