If its some type of relationship with the girl its "alright" (I use that loosely). Some would not mind while others would. My personal opinion if they are dancing that way they should not be surprised or offended. Just make sure you wear something that holds it tight to you so its not so obvious.

No, we're pretty used to and it is why we dance that way. If you're not comfortable with it there's no law that says you have to get right up on a girl. In fact as a woman if I'm dancing with a guy I'm not involved with I try to keep some distance between myself and that part of him.
