  • Yes. In the regions of the planet where the UV radiation is quite high (e.g. desert) the body has defended itself by producing a skin pigment called melanine. This darkens the skin and protects it against UV radiation. So africans and asians tend to be darker because of generations of evolution has made them that way to combat the threat of UV radiation. However those who live in a more temperal climate don't need this defense and so hasn't developed it. When you spend a while in a hotter climate do you not notice a tan? The tan is the result of the body already starting to defend itself against the radiation.
  • Humans who evolved in cooler climates developed lighter skin because it allows more light to penetrate the skin, and the body can produce more vitamin D.
