I think it all depends on the people around a person.Given the right opportunity to show his/her talents, anyone can be extrovert. After all extrovert people are known to mingle easily with people unlike introvert people who tend to be bit shy...

I think some of it is innate, and some is learned, but to what proportion I do not know. I say some is innate as families with many siblings can show that some people from the same environment can be outgoing or shy within the same family (I say this from observation during life). I reckon your environment will alter the degree to which a person expresses their innate personality.
