Well my brother gives me used gifts......he once gave me a used answering machine with it carefully wrapped in saran wrap........I knew it was used when he forgot to erase his message.

Yes and no. The person who forgot needed to apologize and do what they would normally do for that persons birthday (give a card or a gift etc). If they do not do that, obviously there are hurt feelings. And how could you expect a gift if you did forget and not apologize and make up for it? It's like saying you owe me a gift even though I blew off your birthday. I do think, that if a sincere apology was made and regular gifts given, the person should grow up and return the gift or card.

No, if someone was that immature, I would not be hanging out with them. I just don't have the time or energy to waste.

It depends, If you don't try to make it up and give them a late present at least then why should they get you a present, it would seem like your relationship wasn't close enough for giving presents. About the crying, that varies as well, If you KNOW they are only doing it to annoy you then it's wrong, but sometimes stuff like that really hurts people. I personally am really sensitive, if I thought I was really close to someone and they forgot my birthday and didn't even care enough to make it up and say sorry it would really hurt me, I would cry because of that, not really because of the actually present It really hurts people when it feels like someone you cared about doesn't care back, it's hard not to cry

Can I throw a fit If I got them something for their bday and they forgot mine? I'd say I'm allowed to.
