In fact the Hawley-Smoot Tariff Act of 1930 approximately doubled tariffs on all foreign imports, which supposedly would reduce foreign competition and protect American jobs. Hoover signed it though over 1000 economists begged him not to. The fool! As soon as it was certain that he would sign it, world trade was cut in half and millions were thrown out of work. This was one of the single largest cause of the depth of the Great Depression and it helped lead directly to the election of Hitler. High tariffs and embargoes do to your country in peacetime what your enemies try to do in wartime--prevent you from buying cheaply overseas.
