Why was Custer called General, when his actual rank was Lt. Colonel?

Custer had been promoted to the the rank of Major General during the Civil War. However, these promotion were only temporary promotions. So, once the war was over, he was reduced in rank to Captain. However, he had been a general and so, people continued to address him by that title.
