Also maybe make peoples ability to give negative marks correspond with the amount they have given, relate it to the percentage of positive marks for example. Thoughts?

Thanks for introducing a great question. My thoughts are that I think they should just do away with the negative, downrate button. If a person disagrees, then just don't UP. There are too many questions on here to view, answer, comment and/or rate. Leave the ugly quetions to the ugly people and let's move on and up. Go back to that other nameless site for such activity.

Those are some good ideas. Here are some more. Limit each bagger to 3 negative ratings to give to another bagger per day. Lock out an account for 24 hours if a bagger has given more than 7 negative ratings in the past 12 hours.
