How do traffic police discriminate between giving out a warning and issuing a citation?

They have a quota on the amount of tickets they are required to get,sort of like a commissioned salesman.That would be a difference between a citation or not.

I do not discriminate, but i do have the option to write or not to write a citation. What do i base my decision on? this has worked for me for the past 41 years........... If a person has never had a traffic citation, i will not be the first person to issue them one. this, of course, does not count in traffic accidents, where there is personal injury. also, if a driver tells the truth and it can be verified on my laptop, i will consider issuing a warning and finally, attitude plays a major part in my decision to write or not write. Skin color, national origin or langueage does not play a part in my decision. everyone is treaty fairly and equally. Our department does racial profiling 24/7. It all comes down to the individual officer.
