That would be us Germans... no, just kidding... The Netherlands and Scandinavian countries like Sweden and Denmark are widely regarded as the most liberal countries for their citizens. This pertains to criminal code (think drug laws, abortions, porn or public nudity) and anti-discrimination laws. People there, to my experience, are really very tolerant, non-judgemental, and easy-going. This gives an overall atmosphere in their societies that I only can describe as "freedom".

You need to define which kind of freedom, since I don't know if an index exists for freedom which encompasses all the possible kinds of freedom.
