Under certain circumstances, yes to both, but in very few. I have been in the legal field 25 years and they all say it won't happen again, and it almost always does, with very few exceptions.

I agree with Doodle, and it's sad that more are not rehabilitated, at least it creates job security for us!...lol

from what i've been told, it's almost impossible to be rehabilitated in jail, and of course that's where people go to be punished for crimes. i think it's possible for some people to be rehabilitated, but only people who have committed minor crimes. once you become violent, then you begin dealing mainly with mental disorders. once you diagnose the disorder, you know what you're dealing with, but that doesn't always mean much.

I don't know so much about violent, but certainly for non-violent. meeting their needs, whether they be education, training or whatever. studies have shown that many of these recidivists lack education and come from poor families and in most cases, there is drug abuse. they continue in a life of crime because they feel they have no other options. If we could have funding to get them their GED or even go on to higher education and drug rehab, then they have options. we either pay for them to be incarcerated year after year, or we pay for their education and help them become product citizens.
