What do you think the chances are that someone is still gonna call u the night they say they are gonna(to hang out), when they are already 2 hours past when they said the time they would call around?

Slim to none. Sometimes it is because they forgot, then they think it is too late and then it snowballs into no call at all.

Depends on the person and whats going on. If they got caught up in something I am sure they will call later. If they just forgot they might remember later and call. My suggestion? Call some of your friends make plans to go hang out then by the time they call you are hanging out with someone else already. This will show them that you did not get mad you just figured something came up and next time they will call when they are suposed to because they know you are not just sitting by the phone waiting. You hold the power not them you just have to know how to use it.
