No, in the US and the EU it has to be a legal guardian who gives permision.

A lot of places around here (MI) don't even allow minors to get tattoos even with a parents consent. In my own opinion, that's the way it should be. A tattoo is something that is going to last a life time and you really need to be of stable mind and body to really take that into concept. I know back when I was 16 I wanted three different tattoos and if I had gotten them back then I would have regretted it horribly. I waited to get my first tattoo until I was almost 21 and I have no regrets at all.

It has to be a parent or legal care taker...no one else...if that was the case then alot of homeless guys would make lots of money...;)

Has to be a legal guardian, though a few states such as NY it is illgeal even with parental consent, but some shops do it even though they are not suppose to.

Its smarter to take your parent or gaurdian with you. If your parent doesnt give consent the person who takes you, and the artist in question, can get in alot of trouble, not to mention all the trouble YOU will be in.

I feel the same way as you, but my mum would probably use a wire brush and scratch until it was gone. So I choose to wait 2 years :)

Skip the tattoo thing. In a few years your mates will be trying to figure out how to get rid of them. "Permanent" is a long long time.
