The level of the sea is higher because of the effect of Scirocco which is a wind from the south (from Africa) blowing on the Adriatic Sea. Scirocco is a warm humid wind which Venitians must live with but don't appreciate. Those same winds deposit a red sand dust in other parts of Italy.
