Is the conductor of a singing choir a member of the choir or just a leader, just like manager of the choir or producer of the choir?

At his choice. I have been in choirs with both types of conductors. I think it is probably more normal to just conduct since that requires physical action and is tiring, so that your best singing voice would not be possible. I think that if you are seeing a conductor "singing" it is more likely that he is mouthing the words as an additional signal to the choir.

I think that the conducter of a choir is also part of a choir, because without the conductor, the choir would not be as good, and the conductor is working also for the benefit of the choir.
