Sanding the gloss from the surface may be enough, but for best results follow that with an oil based primer, which will adhere to the existing oil paint and create a surface to which the latex can adhere. Yes you can. SAnd properly and clean all dust off, Use a oil based primer or a clean with a liquid surface prep and a hig quality latex paint.

yes, but don't use oil based over latex because latex flexes more than oil based and if the oil based is on top it'll pop and peel in a year or two.
