  • The Official Secrets Act binds government workers of all levels not to pass on, reveal, write about or otherwise set down details of the workings of government. This covers (or can be made to cover) almost all/any aspects of the work the state does. The issue here is - is the revealing of this information deliberate. Therefore I would say the answer would be 'no' on both counts.
  • This sounds a bit like the "gray rape" question elsewhere!
