How can a new user have points when they've submitted no questions or answers?

You are given points as lagniappe (a little something extra) when you sign on at AB. I think it's 25 points but I'm not sure. You can also moderate and get points without asking or answering questions.

or, a new user could just go around never asking or answering and just flag people for stuff and get some points.
