It doesn't. Shampoo lifts the cuticle of your hair (the outside layer) and conditioner lays it down. Of note, and a surprise to some people, your hair needs acid balanced products, somewhere in the pH range of 4 to 6. Some people assume hair prefers a neutral pH of 7, like water, but this is not true. Many combined shampoo/conditioner products actually have a pH in the high alkaline range of 8.5 to 9 or higher, which will do fantastic damage to your hair.

Shampoo and Conditioner combined in one is misleading. What shampoos like PERT plus® and PANTENE® do is suspend a Silicone Polymer in the shampoo with a special chemical that keeps it from depositing until there is enough water present to keep the chemical from working. This happens when you rinse and then the Silicone can coat the hair to make it smooth, slippery, and relieve tangles. The action is more like a Creme Rinse than a true conditioner.
