the characters did exist in the older cartoon version of captain pugwash then they changed the names of certain charaters like seamen stain and master bates in the newer episodes which where broadcasted on the childrens channel CITV.

The show definately existed, with those characters names, Seaman Stains etc... used to watch it myself as a child. I believe the show was originally developed for adult audiences, but was astonishingly was put on BBC for children. The modern versions has seen the characters names changed.
