First of all, you need to stop throwing parts at it and take a step back.

If the Idle Air Controller (IAC) is cycling open and closed, then either the ECU is causing it to do so (most likely) or you have some weird wiring problem that intermittently activates the motor (unlikely).

You probably need to take it to a Dodge dealer and have them drive it with a scan tool hooked up. They need to take a "movie" of the IAC behavior and the other inputs to the ECU.

Either the ECU is reacting to a bogus input or the electrical driver for the IAC has gone bad and it's simply cycling when it's powered up.

If I had to make a bet, I'd probably put my money on a faulty ECU.

Good luck.

Are you sure the IAC is actually moving or are you having problems when under constant speed lower rpm range? (no matter what gear your in). If it surges when under little or no power, engine idle is rough or stalls, the most likely problem is EGR Valve is not closing internally (because of carbon build up) and is creating a internal vacuum leak. Unless you have a scanning program to comfirm the IAC is actually actuating erratically I wouldn't jump to the conclusion its the problem. If you have no DTC's (engine codes) look to a mechanical problem first, you could have something as simple as a bad ign wire. Also, this engine has cronic problems with bad intake gaskets, your main indications would be uses oil, and a anoying spark knock when upshifting. I personally would suspect EGR not closing completely. Hopefully I helped with a little information.

HAve you checked you EGR lately?
I fought with a no / low power gremlin with a clogged egr in my '95 GM.
Do you have any codes showing?
your truck should be an OBD1 that year (you can jump the terminals with a paper clip and you'll get your service engine light will flash.
the first thing you should see will be a code 12
one flash followed by two flashes (repeats three times)
code 12 tells you the system is functional.
Then any other active codes will flash 3 times each.
Watch your over heat light; it is a secondary set of codes. once you get any codes from the computer, I'll pass on some ideas to find out what these mean; on line research.
