If you notice the outbursts you can be assured that the "higher-ups" do as well. They are hoping you co-workers will handle it, deal with it and protect them from it. Good luck! They obviously don't have the backbone or strength to do their job(s).

Just ignore. More than likely this person uses these tactics to get attention, like a child. No need to reward this kind of behavior by drawing attention to it.

I don't, unless it directly effects me. Then I'll just tell the person to leave the drama at home where it belongs.

I tell the boss that this is extremely unproductive and distracting. If they still don't do anything about it, I ask the coworker what's going on, and if it doesn't work out, I find another job.

Have you asked the higher ups why they don't address it? If they're not going to, they most likely wouldn't address you telling the drama queen to shut the f up and take the show somewhere else.

Good morning Shelby....I have actually been in this same situation and it is horrible. Everyone at work would dread seeing her come in the door and of course I was her sales director so she reported to me and when she was out of line I had to reign her back in. I basically told her this behavior was unacceptable...the higher ups hated dealing with her and pushed it off on me. Finally she had pissed off enough people at work that I told my boss that no one wants to work with her and she is not doing the job she was hired for so he let her go....it took a year 1/2 to do it! Tell Joe Cool to quit behaving badly at work....LOL or we will have to restrict his AB time...hehe...

I was in this same situation and I sat next to someone just like that. I was in the department for 14 months and then I had an opportunity to move to another department (so I did). Eventually, she also moved to a different area of the company and her personality changed. Hopefully in your case you or the other person will be able to take a different path soon.
