The same guys 'Who let the dogs out' perhaps. When my Dad was a kid in the 1920s, he and his mates used to go on 'tiger hunts'. They used to each have an old sack and went collecting the neighborhood cats and the one who collected the most cats won. Of course some cats clawed their way out and there were many fights in the bag (they banged the bag on a wall to shut them up) - but hey, kids in those days had to make their own entertainment. So the answer might also be - my Dad and his mates
