Is it legal in Washington to have small blue LEDs on the outside of your car? How about the inside?

According to the Federal Department of Transportation of Motor Vehicles it is illegal to display blue lights both, inside and outside of the vehicle, unless that vehicle is authorized in emergency or official police business.

In all states, it is illegal to have any form of blue lights on any vehicle, other than official police vehicles, that can be visible from the front.

Ok so blue is out. What about red or any other color?
