I was making a right hand turn at a light. i slowed and proceeded as traffic permitted. 2.2 miles later the cop pulled me over saying he parolelled me doing 90 when i was on curise control at 70 doing the speed limit. He ticked me for running a red

probably didn't come to a complete stop before turning - and where do you live that allows 70 in a zone with traffic lights?!

If the light is red you have to come to a complete stop before making the right hand turn.

First, I would recommend using spell check before submitting another question. Second, what is 'parolelled'? Do you mean parallelled? As for the red light, as kingcobra said you must come to a complete stop when turning right at a light if the light is red. If the light is green, you do not need to stop before turning. However, you don't say whether the light was red or green.
