If the light is red you have to come to a complete stop before making the right hand turn.

First, I would recommend using spell check before submitting another question. Second, what is 'parolelled'? Do you mean parallelled? As for the red light, as kingcobra said you must come to a complete stop when turning right at a light if the light is red. If the light is green, you do not need to stop before turning. However, you don't say whether the light was red or green.
