www.freewebs.com is very good. You can create your website very easily. they have set it up like using a word document. (same icons and stuff) Its hard to explain, but would be good to check it out

Many of the web hosts have free website space. They walk you through the steps and it is not difficult. You could start with Google or Bravenet or just do a Google search for free web hosts or free web space and experiment.

Use Microsoft Expression Web. I think it pretty nice and you can develop easily even if you don't have much experience.
